As I have pointed out before on occasion, historically fascism always recruited at the fringes - it focused on small groups of the malcontent, the dispossessed, the mentally dim.
You see a tiny minority can come to power given the right conditions - Study history. When fascism ever rose to ascendancy it was always minute, insignificant forces that were involved.
How did such forces overcome the overwhelming strength of existing parties? Answer, because of the timing - always in history the economic and political system were threatened by paralysis, and the people were fearful as a consequence, thus they readily turned to people offering simplistic "answers" and an apparently easy way out.
That situation could easily arise in these times.
